In yet another staggering illustration of how deep Minnesota’s Somali welfare-fraud scandal really runs, newly surfaced photos show a convicted illegal immigrant—ordered deported more than two decades ago—posing proudly with the state’s most prominent Democrat politicians.
The man in the photos, Abdul Dahir Ibrahim, wasn’t some anonymous offender quietly hiding in the shadows. According to federal authorities, he is a Somali national with a 2004 removal order, a Canadian conviction for asylum and welfare fraud, and alleged involvement in Minnesota’s billion-dollar welfare-theft scheme—one of the largest taxpayer heists in U.S. history.
And who was he photographed smiling next to? Governor Tim Walz, Rep. Ilhan Omar, and state Sen. Omar Fateh—three of the loudest defenders of Minnesota’s so-called “sanctuary” posture.
When ICE finally arrested Ibrahim in December, the Department of Homeland Security couldn’t resist a bit of well-deserved sarcasm. Posting the photos online, DHS wrote, “In these pictures, Ibrahim can be seen with @GovTimWalz, @Ilhan, and @OmarFatehMn… Bye-bye, Abdul.”
That triggered a political meltdown—especially among Democrats already scrambling to distance themselves from the scandal swallowing their state politics.
The images were first amplified by Libs of TikTok and Fox News, which reported that Ibrahim entered the U.S. in 2000, received Temporary Protected Status for a decade despite his record, and was ordered removed in 2004. Yet somehow—under the noses of Democrat officials—he stayed, seemingly thriving within an ecosystem of fraud that Republican officials say Minnesota Democrats either ignored or enabled.
Stephen Miller, Trump’s Homeland Security advisor, didn’t mince words. He called the Somali-run operation “the single greatest theft of taxpayer dollars in American history,” adding that the dollar figures reported so far are “only the tip of the iceberg.”
In other words: Minnesota taxpayers may be on the hook for much more than the “$1 billion-plus” already acknowledged.
This case is part of a much larger pattern the Trump administration has been documenting for months—one in which Somali refugees, protected by Democrats eager to build a permanent voting bloc, allegedly funneled taxpayer funds into shell nonprofits, fake childcare centers, sham “nutrition” programs, and even terrorist-linked networks overseas.
And every time a journalist or a whistleblower uncovers another staggering layer of the fraud, Democrats insist it’s overblown—until the arrests roll in.
The Ibrahim photos, however, make something crystal clear: this wasn’t a fringe individual. He was inside the community, photographed with the very politicians who spent years selling Minnesotans the idea that mass refugee resettlement was an unquestionable good, and that “sanctuary” policies made their state safer and more humane.
Instead, the state became ground zero for what federal investigators now describe as systemic welfare theft—on a scale America has never seen.
As Miller put it, “We believe we’ve only scratched the surface.”
Minnesotans may want to ask their elected Democrats an uncomfortable question: How many more smiling photos are out there—and how many billions of dollars disappeared while the cameras flashed?
