Council’s Committee on Recreation, Libraries, and Youth Affairs to manipulate the government contracting process, pressuring officials to award deals to specific companies in exchange for cash.

The stunning court filing details how the scheme began in June 2024 and quickly escalated. White accepted four cash payments totaling $35,000—transactions that were recorded by a cooperating FBI informant, referred to in the affidavit as Confidential Human Source 1 (CHS 1). The whistleblower, who owned the businesses benefiting from White’s influence, agreed to work with federal authorities as part of a plea deal.

One particularly revealing moment came on June 26, 2024, when CHS 1 handed White an envelope containing $15,000 in cold, hard cash. Caught on tape, White asked, “What you need me to do, man?”—an ominous question from a man entrusted with representing the public interest. In an attempt to maintain appearances, White added, “I don’t wanna feel like you gotta gimme something to get something. We better than that.” The irony was clearly lost on him.
